Dear colleagues,
During the second half of 2023, Spain hosts both the Presidency of the European Council and the Conference and Plenary Meeting of the Permanent Committee on Cadastre (PCC) in the EU in Madrid.
Under the motto " CONTRIBUTION OF THE CADASTRE TO THE WELFARE STATE: TAXATION AND OTHER SERVICES" and integrated into a broader theme of one of the strategic axes of the Presidency of Spain," Driving greater social and economic justice", the next PCC conference and plenary meeting is being prepared jointly with the CLRKEN of EuroGeographics and scheduled for the 25th - 27th October 2023. Venue of the conference will be Royal Academy of Fine Arts of San Fernando, Alcalá St., 11 in Madrid.

As cited in the United Nations document "Framework for Effective Land Management", land administration relates people to land and informs about the "how", "what", "who", "when" and "where" of land tenure, its use, its value and its development. Land administration systems are the basis for recording the complex range of rights, restrictions and responsibilities related to people, policies and places.
In previous questionnaires of the PCC, we have been dealing with many of these issues, however, we still need to deal with the fiscal component of the cadastre, the valuation of real estate and its use as a basis for real estate taxation essential to promote social justice and economic development.
For this reason, the questionnaire aims to know the role that the cadastres of European countries play in the valuation and taxation of real estate.
We kindly ask you to complete it until 20th September, after which date we will start analysing all the sent replies to produce the final report and whose results will be present at the conference.
If you do not feel to be the right person to handle the questionnaire, we would be grateful if you could pass it on to another suitable expert in cadastral field.
Enclosed to this message you may find, as a doc file, the questionnaire and we much appreciate if you could fill it and send it back to Amalia Velasco (amalia.velasco@catastro.hacienda.gob.es) and in a copy to Patricia Sokacova (patricia.sokacova@eurogeographics.org ).

Mrs. Ildikó RÁKOSI-SEIWARTH
Recently, a new general manager was appointed to the National Agency for Cadastre and Land Registration in Romania (ANCPI) - Mrs. Ildikó RÁKOSI-SEIWARTH.
Mrs. Ildikó RÁKOSI-SEIWARTH has graduated from the Faculty of Law and gained a considerable professional experience in the field of real estate publicity.
At the beginning of his career, she worked at the Land Book Office of the State Notary in Harghita County. After the unification of the land book activity with the cadastre one in Romania, in 2005, she joined the National Agency for Cadastre and Land Registration as a land book registrar, and in 2007 she became chief land book registrar within the Regional Office for Cadastre and Land Registration – Harghita. She is passionate about her work and wants the institution she leads to have the most relevant role in supporting the country's economic development.
During her term of office, the new director general will direct her efforts towards the completion of the general cadastre in Romania. Registration on extravillan land in the cadastre and land registry records is a major national priority that will facilitate the implementation of policies at regional or national level, will boost the real estate market and stimulate investment.
"The challenges of the last year have affected economies on a global scale, and we must therefore focus our efforts to become more efficient. We need to offer better and better products and services that meet European quality standards. Undoubtedly, the partnerships developed over the last years with the international organizations and the exchanges of experience with specialists from other countries will contribute to the realization of these desideratums.
I am confident that through the teamwork, professionalism and enthusiasm of each of us, we will overcome the obstacles of the moment and we will contribute to the national prosperity as well as of each Romanian." said the new general manager on the occasion of the investiture.
Mrs Ildikó RÁKOSI-SEIWARTH is married and has two children. She is fond about art in general and about theater in particular, is a passionate traveler and believes that the beauties of the surrounding world enrich and develop the human personality. She is fluent in Hungarian.
