News from Permanent Committee on Cadastre in the European Union

  • Apeldoorn 14 th July 2010. Meeting of representatives of ELRA , EuroGeographics , EULIS and the PCC.

    The Presidents and representatives of ELRA , EuroGeographics , EULIS and the PCC met today to share information about their respective projects and work plans, namely the CROBECO , LINE and ESDIN projects and the work programme of the Belgium Presidency of the PCC.

    There was agreement that each in their own capacity might contribute to the work of each other and they agreed to meet again in September to further their understanding of each other’s activities.

  • EURADIN - EURopean ADdress INfrastructure  has been a succesfull EU project that aim ed to consti tu te a Best Practice Network in order to promote the European Address harmonization regarding the definition, registration and access to the European Address Data. EURADIN has been working to develop a practical implementation of the INSPIRE Directive’s address theme covering as many countries in Europe as possible.

    In this project the Cadastral Institutions of Austria, Belgium, The Nethrelands, some landen of Germany, Hungary, Latvia, Lithuania, Norway, Sweden, Pórtugal and Spain have participated . 

    At he end of EURADIN project the European Address Forum ( EAF ) was launched.

    EAF is an open forum that aims to encourage the development of well constructed addressing processes and the availability and efficient use of harmonized and good quality address data throughout Europe using the framework of the INSPIRE Directive and related standards for the benefit of citizens, business and government. EAF has been created in the context of EURADIN, but it is an open forum for all stakeholders involved in addressing processes, and in the collection, maintenance, use and dissemination of address data.

    Of course the PCC is become an important memeber of this Forum and in the next six month Mrs Pierrette Fraisse from the Belgium Cadastre will be the PCC representative in the EAF

  • Administration Générale de la Documentation Patrimoniale of Belgium, has taken over the PCC presidency for the second half of the year 2010.

  • Spanish cadastre has been selected by the INSPIRE Directive as "Good practice" in public access:
     In the programme of work of the INSPIRE Directive for the transposition phase was defined the necessity to have a best practice guide to include current best practices and models in data policy. For this reason, the INSPIRE Data and Service Sharing Drafting Team has developed a document that has just been published in the web pg of INSPIRE:  http://inspire.jrc.ec.europa.eu/index.cfm/pageid/62

    The Directive says that public authorities should make available its data and services in a manner to facilitate public access to them,  and with the publication of this document, has considered the Spanish cadastre as the best example of this. 

  • SPAIN (Madrid): Access to the "Conference on the Cadastre, Public Policy and Economic Activity" documentation.

    This Conference has been the first occasion to come together in the same Forum representatives of public administration (DG Information Society in the EU and representatives of the European Cadastres) with companies of cadastre and cadastral information users, as well as their representative associations at European and Spanish level.

     The debate was revealed the great value that companies give to cadastral information, both as a tool to their own activities, support for the generation of products and value added services for other companies or citizens.

    They were especially illustrative the presentations made by companies such as Telefónica, Google, idealista.com, etc; that presented concrete examples of how they use cadastral information.

    The presentation made by the Spanish Association of companies using information (ASEDIE),  was very illustrative because  they clearly explained the methodology followed by the companies that manage large volumes of information

     The responsible  of Cadastral organizations of eight European countries presented their best practices on access to information with several interesting initiatives

     And  also were important the presentations relating to the currently underway initiatives to define standards, both at European level (INSPIRE directive) and globally (ISO 19152 that is developing the standards of cadastral models).

  • Now in open access for all public consultation, in the "Documents" section , the PCC brochures over the CADASTRAL INFORMATION SYSTEMS OF THE COUNTRIES OF THE EUROPEAN UNION.

    These documents highlight the main characters of the different Systems, underlining their primary and emerging purposes, information contents, evolution processes, services provided to public and private users, as well as links with the real estate rights registrations systems and the real estate taxation systems.

     PCC wishes that this document can represent an useful tool both for the European Union and for the member Countries institutions, and collaborate to strength the role of cadastre in the national and European policies, by means of an in-depth knowledge of the cadastral system and its future potential.

  • New Head of Geodesy, Cartography and Cadastre Agency (GCCA) in Bulgaria. Mr. Alexander Lazarov is the new executive director of GCCA, replacing Mr. Tsveten Boev. Mr. Lazarov has an MSc in Geodesy, Photogrammetry and Cartography. He was until his appointment Manager of the company ‘Geographic Information System – Sofia’ since 1999

  • Cadastre INSPIREd! - A joint working group of EuroGeographics and the Permanent Committee of Cadastre of the EU (PCC) started its work to investigate INSPIRE themes of Annex II and III which are relevant for the cadastre. The objective of the project is to influence the development of the INSPIRE Data specifications and be involved in an early stage of the coming processes for the benefit of members.

    Based on the successful results of the former project "Role of the cadastral parcel in INSPIRE" a survey in the member states and discussions with relevant stakeholders of the European Commission shall provide an input for the forthcoming INSPIRE processes and underpin the cadastral parcel as an essential element in SDI.

  • Eurogeographics new president has been elected.
    Mrs Dorine Burmanje, Chair of the Executive Board of Kadaster in the Netherlands was elected as a new President of EuroGeographics during the 2009 General Assembly, which was held 20 - 23 September in Vilnius, Lithuania.

  • CADASTRES CONTRIBUTE TO INSPIRE.
    The Cadastre and Land Registry KEN has approved the establishment of a new working group. This group will consist of
    members from EuroGeographics and the Permanent Committee on Cadastre.
    The aim of the group is to investigate INSPIRE themes which are relevant for cadastres. Currently mentioned themes to be
    investigated are land cover, land use and buildings. The group will be chaired by Julius Ernst from the Federal Office for
    Metrology and Surveying in Austria
    .
    A first meeting is planned in December 2009.

  • CADASTRAL REPORTS ON THE WEB
    The cadastral brochure activity, that was firstly presented in 2008 meeting in Bled, had  the objective to carry out an official  PCC publication that allows to increase the knowledge on the national cadastral systems within and outside the members of the PCC and  to meet the growing demand of cadastral information from EU institutions. Italian colleagues successfully issued the first part of the brochure covered Austrian, Belgian, Czech, German, Italian, Slovak, Spanish and Swedish systems during their presidency. The PCC members can down load the PDF files of the cadastral brochure in the "Members Only" section/Best Practices.

Czech Republic intends to cover the cadastral systems of further six countries – Cyprus, Finland, Greece, Hungary, Poland and Slovenia - to be firstly introduced at the joint workshop and PCC Plenary meeting  on 4th and 5th June 2009, in Prague. Their copies will be published on the PCC website afterwards.
